Camphor glass was extremely popular during the 1920s and 1930s. Jewelers would acid-etch or frost the glass and then cut starburst patterns into the back so light would create a glowing, almost magical effect. The result is that dreamy "moonlit" appearance you're seeing.

The pink flower insert makes this piece a little less common than the typical clear camphor glass examples. It has a very romantic Depression-era feel.
